MINNA, Nigeria — Armed security personnel were deployed across parts of Minna on Friday after protests erupted over the deaths of dozens of suspected illegal miners held by the Nigeria Security and Civil Defence Corps (NSCDC). The deployment came as authorities tried to restore calm in Niger State’s capital while investigations began into one of the country’s most troubling recent incidents involving mining enforcement and detention.
State authorities said 37 detainees had died after being arrested during operations against suspected illegal mining around the Wushishi-Lukoto area west of Minna on September 15 and 16. Earlier reports had put the number at 33, underscoring the uncertainty surrounding the final toll. Officials have not yet established a definitive cause of death, and the circumstances remain the subject of multiple investigations.
The deaths quickly became a flashpoint. Relatives, miners and other residents gathered in Minna demanding answers, while some protests turned violent and government property was damaged. Security forces used tear gas and, according to reports from witnesses and news agencies, firearms were used as officers moved to disperse crowds. Authorities imposed a curfew, adding another layer of security to a city already unsettled by grief and anger.
At the centre of the dispute is what happened inside the detention facility. The NSCDC initially suggested that a suspected disease outbreak might have contributed to the deaths, but later said that the cause had not been established and would require medical examination. Survivors and relatives have offered a different account, describing overcrowded and poorly ventilated conditions and alleging that detainees struggled to breathe before some died. These accounts have not been independently established and are among the questions investigators must resolve.
President Bola Ahmed Tinubu ordered a full and transparent investigation, saying that people held in government custody must not lose their lives through negligence, abuse or inhumane treatment. The federal government also suspended the NSCDC commandant in Niger State pending the investigation. The Ministry of Solid Minerals Development has sent a team to the state, while the Niger State government has established its own inquiry. The parallel investigations are expected to examine the arrests, detention conditions, medical care and sequence of events.
The tragedy has also exposed the difficult balance Nigeria faces in confronting illegal mining. Gold and other mineral deposits have drawn thousands of informal workers into mining areas, where regulation can be weak and safety standards difficult to enforce. Government officials have repeatedly warned that illegal mining can damage land and water, deprive the state of revenue and, in some areas, intersect with criminal networks and armed groups.
Yet enforcement carries its own risks. When people suspected of breaking mining laws are arrested, the state assumes responsibility for their safety. The Minna deaths have therefore shifted the public debate beyond whether illegal mining should be stopped to a more fundamental question: how enforcement is conducted, and what safeguards exist for people once they are in official custody. The distinction matters because combating an illegal activity does not remove the obligation to protect detainees’ basic rights.
The decision by Niger State to suspend mining activities while investigations proceed is likely to affect miners, traders and communities that depend on the sector for income. A prolonged shutdown could deepen economic pressure in mining communities, while a rushed reopening without stronger controls could leave the underlying problems unchanged. Authorities face the challenge of rebuilding confidence without allowing the investigation to become a substitute for broader reform.
For Minna, the immediate priority is preventing further violence while families seek information about those who died. The larger test will be whether the investigations produce a credible account that can withstand public scrutiny. Questions over detention capacity, medical screening, emergency response, supervision and the treatment of suspects will matter as much as the final medical findings.
The events in Minna have turned a campaign against illegal mining into a wider test of public accountability. The government has promised answers, but the credibility of those promises will depend on the evidence made public and the action that follows it. For families waiting for clarity, the central issue is no longer simply how mining laws are enforced. It is whether the state can enforce them while protecting the lives of the people placed in its custody.
